There are many questions in native society concerning
the export of electricity from Kyrgyzstan to three neighboring countries:
Kazakhstan, Uzbekistan and the People's Republic. However, contrary to expectations,
neither the state nor the national energy company did not demonstrate the
effectiveness and growth of sales of electricity. Year by year, the problem of
power generation and distribution systems are becoming more acute. The last few
years, the population are affected by the rather stringent power consumption
modes. One of the existing public opinion explains the deplorable situation low
tariffs and prices established on foreign energy consumers. Moreover, it is
believed that the Kyrgyz Government deliberately sells electricity to three
countries are cheaper, in an attempt to win some political dividends.
Few has a clear vision about the mechanism of
the implementation of sales of electricity from Kyrgyzstan to neighboring
countries. Should take into account existing historical, economic and
environmental factors. Kyrgyz Republic, lies in the upper reaches of the rivers
that form the drain for irrigation in Uzbekistan and Kazakhstan. Due to certain
natural topography and river basin with abundant moisture entering the fields
and agricultural lands in Kazakhstan and Uzbekistan, at certain times of the
year, subject to waterlogging and siltation. To avoid this, these governments
need to reduce the drain at certain times of the year. It is believed that in return
they are going to enter into a contract agreement for the supply of electricity
from the country.
Another feature of these relations is connected
with the right-subject power seller and buyer. Thus, the contract for the
supply of electricity from Kyrgyzstan to neighboring countries are among energy
companies. And, therefore, none of the parties is not interested in
transparency and does not intend to disclose the information for sales and
purchases. If, in respect of national energy companies can still get some
information to the public, in relation to energy companies, such as the
Republic of Uzbekistan, it is virtually impossible. Thus, it becomes apparent
that the energy companies are not interested in providing information
concerning the export of electricity. In addition, almost all of the energy
companies are state-owned, and is generally not focused on timely information
to the public on such matters.
The third important aspect of the process - the
relative saturation of the market in neighboring countries. Speaking on the
export of electricity, it is important to consider that Kazakhstan and
Uzbekistan for their periods of independence have managed to create sufficient
capacity to develop its electricity. In fact, right now, these countries could
well do without imported to their electricity from Kyrgyzstan. May purchase
electricity from domestic energy companies should be regarded as a gesture of
neighborly "goodwill."
Thus,
on the basis of the above, the following conclusions:
1. The Kyrgyz Republic is not able to export
electricity to the highest bidder in force, market saturation and political
opportunities. Energy sector in neighboring countries exporters have enough
energy produced.
2. Almost all of the energy companies do not
provide any information regarding contracts for the sale of electricity to the
public. Signing contracts and discussion take place behind closed doors.
Parties to contracts for the supply of electricity are the energy companies are
state-owned.
3. Since independence, the neighboring
countries have successfully managed to increase capacity for electricity
generation. In fact, it is the amount of the near future will be able to reach
a level at which the need to purchase electricity from the country no longer
needed.
To
develop a vision for ensuring the energy security of Kyrgyzstan to conduct a
detailed and thorough analysis on all potential markets for electricity,
considering not only the neighboring countries and the republics of the CIS,
and other foreign countries. In this particular case, the prospect can carry a
project CASA1000, as well as projects such as Datka-Kemin project and Datka
project. So that Kyrgyzstan would sell cheap energy to Pakistan and South Asia.
